Jobsaver Micro Business Grant Re-Qualification

From October 2021,the NSW government is now asking businesses to reconfirm their eligibility every fortnight for JobSaver and the Micro Business Grant.

Service NSW will send emails out to every business on JobSaver or the Micro Business Grant to requalify fortnightly at the end of each fortnight.

Payments will only be made once you reconfirm your eligibility (within 5 business days of the confirmation).

Note if you delay confirmation for any reason (such as waiting for the accounting system to be updated by your bookkeeper / accountant), you will still receive the payment, albeit later than you have been.  And you can reconfirm multiple fortnights in one go.  But if you don’t re-confirm at all, you will not get paid.

What does the re-confirmation mean?

Under the requalification rules announced, in order to continue to qualify for JobSaver, or the Micro Business Grant, your business:

  • must continue to experience a decline in turnover of 30% or more, compared to:
    • the same period in 2019, or
    • the same period in 2020, or
    • the 2-week period immediately before lockdown started in your area which for Sydney was 12 to 25 June 2021; and,
  • if you are an employing business, maintain your employee headcount as stated in your application.

You therefore you will need work out whether your turnover for the applicable two week period is still 30% down on the comparison period used in the original application for JobSaver or the Micro Business Grant.

For example, in your original application you compared 1 to 14 July 2021 with 12 to 25 June 2021 to demonstrate the turnover decline, you need to compare your turnover in the applicable fortnight compared with the turnover reported for 12 to 25 June 2021.

If you compared with 1 to 14 July 2019, you need to compare your turnover in the applicable fortnight compared with the turnover reported for 1 to 14 July 2019.

If the comparison period used in the initial application was more than 2 weeks (for example, a 3-week period, 4-week period or 5-week period), the turnover amount for the comparison period must be converted to a fortnightly amount for comparison purposes to the current turnover by dividing by the number of days in the period and multiplying by 14.

The good news is that you do not need to get a new accountant’s letter each fortnight, but you do need to keep evidence to support your confirmation in case you get audited.

What happens if you are ineligible for one fortnight?

If you are ineligible for a fortnight, you will not get any support for that fortnight.

But this does not disqualify you from becoming eligible again in a future fortnight for either JobSaver or the Micro Business Grant.

If you re-qualify in a future fortnight, you don’t need to re-apply.  Instead, you should still be getting re-qualification emails from Service NSW that you then declare you qualify for that particular fortnight.  And Service NSW will then make the appropriate support payment for that fortnight.

So, watch out for these emails from Service NSW.  If your accountant applied on your behalf, they will need to reconfirm on your behalf.
